itchy rash on lower legs

About a week ago I started with a itchy rash on the lower part of my legs, above the ankles to mid calf. It really itches when it gets wet and warm. It has been extremely cold here so I thought it was maybe dry skin. Have used numerous lotions and creams. It is getting worse, starting to move on my upper thigh and lower forearm. What should I do?
