Unhappy Red rash on neck turns BROWN???

Hello! I am currently in between insurances & have been unable to have my 12 year old daughter looked at. Being the Mom that was always so paranoid when my children were really young, this has been a challenge for me. I have read on the internet, to no avail. I'm hoping someone has an idea of what it could be.

1 week ago, a red rash appears on the back of her neck.
It does not hurt & it only itches when touched.
It appears "dry" & is pretty flat.
After a few days, it becomes brown (like that of a birthmark).
I thought it resembles a "chemical burn" but no chemicals have touched her...
It's also not a burn from her curling her hair.
She said no bug has bitten her (& there are no apparent bug bites).
The brown stage "appears" to be the recovery stage????

Ahhhh! I need insurance, but we have to wait a MONTH!

Please, if this sounds like a rash similar to anything you or someone you know has had, please let me know! I hate trying to self disgnose anything (especially on my child) - this sucks!
    Thank you all in advance!

Commonly this is caused by an allergic reaction. To know exactly what's causing it, you need to get a test for your daughter to test what allergies she might be susptible to. It also could be eczema, but there are plenty more skin diseases out there, just goggle skin diseases or rashes.
