Developomental delay
have child 8 years old. He’s not yet talking; he's responding is not like normal child who has 8years old and he’s walking unbalance. Medical report says that the child has developmental delay due to Oxygen shortage during his birth. Do you know any place that can treat this issue?

I'm so sorry to hear of this young child's problems.
Did the medical facility that supplied this information give you a copy of that report? That's where I would begin; I would contact them first and get a copy of that report! The report should supply the basis and reason for this determination and explain the cause of the oxygen shortage.
Further, doesn't this child have a doctor? A regular primary care provider? At eight, the child should obviously have had the usual childhood care such as preventative care immunizations and so forth; where was this care conducted?
There's really no more I can offer; I would contact every medical provider that has supplied care to date (with the only exception being, the facility that has that report), explain the situation, and request referrals.[CENTER][B]DISCLAIMER: [/B][/CENTER]

The medical report doesn’t monition that the child has shortage of oxygen during the birth, but that what the doctor told me

I'm also very sorry to hear of your child's difficulties. I'm unable to access your report attachment (probably because I'm a Mac computer guy...no Windows running...we DO get slammed!). I AM, however, VERY INTERESTED in reading it.
