Recurring Facial Rash/Dryness

Hello,

I get extremely itchy little liquid filled rash (very small and not red but pink) all over my jaw area and they take a full week and a half to go away and come back later again and again. More often so, my lips are always extremely dry, peel off and the skin above my upper lip and below my nose is always red, dry and itchy (has rash). This never goes away no matter what I do. I think I know the cause of the jaw rash, because it always comes when I use a certain makeup product and I should stop using it - but I don't know the treatment for it.

I have gone to the doctor for these symptoms already and have gotten creams that did nothing. What can I do? This has persisted for too long.

Additional info - these rashes, after scratching, get really dry and patchy.
