rash on back of neck

i have a rash on back of my neck, used an antibiotic cream and it got worse, so stopped using that, also lumps on both sides of the rash, what is it?

I dont know, but ive had the same thing that comes and goes for the last 3 months. I havent got a hair cut bcuz of it and when i went last week my barber was weirded out by it. I dont know what to do or use bcuz i have no health insurance. If anyone can help, please do
